Richard Hooton

Business Development Manager

Richard is IRARA’s Global Business Development Manager and has extensive experience working for the UK Government and The European Commission in International Border Migration operations and policy delivery. He has worked in Zimbabwe, Ghana, Russia, Central Asia and India; managed the UK’s border liaison officer network across Europe, North Africa, Turkey and the Western Balkans; and as a senior official advised UK ministers on maritime border policy and tackling irregular migration pressures from Africa and Asia.

Between 2016 and 2019 Richard was a Seconded National Expert to the European Commission’s anti migrant-smuggling policy team where he had responsibility there for the ‘Silk Routes’ region, Western Balkans, East Africa and Nigeria, and led a 3-year programme to review, re-draft and negotiate new EU Legislation governing the work of EU liaison officers in third countries.

Richard is based in The Netherlands.
